Problems encountered in the implementation shall be directly reported to the Tianhe District Bureau of Education.General Office of Tianhe District Peoples Government of Guangzhou MunicipalityApril 29, 2021Measures of Implementing Points-Based Enrollment Policy for Migrant Children in Tianhe District, GuangzhouArticle 1 To better arrange for migrant children to receive compulsory education in the district, these Measures are hereby formulated in light of the reality of Tianhe district according to the provisions in the Compulsory Education Law of the People's Republic of China, Regulations on the Administration of Migrant Service in Guangdong Province, Notice of Peoples Government of Guangzhou Municipality on Issuing the Regulations on the Points System for Migrant Population in Guangzhou (Sui Fu Gui [2021] No. 7), Notice of Migrant Service Administration of Guangzhou Municipality on Issuing Implementation Provisions of Points System Management for Migrant Population in Guangzhou (Sui Lai Sui Gui Zi [2021 No. 1]).Article 2These Measures shall apply to the situations where the migrant population in Guangzhou apply for places in public schools and government-subsidized private schools in Tianhe district for their children whose households are not registered in Guangzhou and whose ages are within the range of compulsory education period. These Measures shall not apply to migrant children who are eligible for Guangzhous compulsory education favorable policies. Article 3The points-based enrollment in these Measures refers to qualifying the various indicators for migrant people who have made applications and assigning scores to them in accordance with the indicators in Table of Indicators and Calculation Methods for Points-Based Enrollment of Migrant Children in Tianhe District, Guangzhou, and then rank the applicants according to their scores. With reference to applicants ranking and school applications, Tianhe District Bureau of Education will arrange places in public schools or government-subsidized private schools for applicants based on the availability. Article 4Tianhe District Bureau of Education and Tianhe District Migrant Service Administration are responsible for coordinating, and instructing the implementation of points-based enrollment policy for migrant children. The relevant departments of the district shall clarify their responsibilities, strengthen communication, cooperate closely and manage jointly to ensure that migrant children in Guangzhou apply for public or government-subsidized schools according to these Measures. Tianhe District Migrant Service Administration is responsible for formulating the guidelines for migrant childrens application for points-based enrollment according to these Measures, coordinating relevant departments to carry out score reviews (including objection reviews), publicize scores and rankings, and announce results, etc, submitting the unobjectionable list of points-based enrollment candidates to Tianhe District Bureau of Education, assisting in providing statistics and information on migrant people and their children, coordinating and instructing street community offices to review Residence Permits of Guangdong Province processed by Tianhe District. Tianhe District Bureau of Education is responsible for arranging the enrollment of migrant children, including migrant childrens compulsory education into the work plan, drawing up and announcing the list and enrollment plans of schools providing compulsory education for migrant children in the district. Tianhe District Bureau of Justice, Tianhe District Market Regulatory Administration, and Tianhe District Government Service Data Administration are responsible for reviewing if the migrant people have set up businesses in Tianhe District. Tianhe District Bureau of Finance is responsible for providing allowance for migrant children who have been enrolled into private schools in accordance with these Measures, with the standard of 5,000 yuan per academic year per person for primary school students and 6,000 yuan per academic year per person for middle school students. Tianhe District Bureau of Human Resources and Social Security is responsible for reviewing the migrant peoples social insurance situation in Tianhe District. Tianhe District Bureau of Housing, Construction, and Landscape Gardens is responsible for reviewing migrant peoples legally rented residences in Tianhe District. Tianhe District Branch of Planning and Natural Resources Bureau of Guangzhou Municipality is responsible for reviewing migrant peoples legally purchased residences in Tianhe District. Tianhe District Branch of Public Security Bureau of Guangzhou Municipality is responsible for assisting education departments in maintaining the order of enrollment and ensuring the safety of the surrounding areas of schools. Street community offices are responsible for setting up counters to deal with points-based enrollment applications for migrant people and reviewing their Residence Permits of Guangdong Province. Article 5The migrant people who want to apply for points-based enrollment for their children shall meet the following requirements: 5.1 Before applying for points-based enrollment in Tianhe District, migrant people shall verify their points via Guangzhou Points Services Management and Information System for Migrant Population. 5.2 The migrant people who have held the valid Residence Permits of Guangdong Province issued in Guangzhou for one year (deadline is August 31st in the year of points-based enrollment application) meet one of the following conditions: a. have a legal and stable residence in Tianhe District; b. have a legal and stable job in Tianhe District (subject to the payment of social insurance in Tianhe District, excluding supplementary payment); 3. start up business in Tianhe District. 5.3 Migrant children who apply for places in the first grade of primary schools shall be 6 years old and above as of August 31st (including August 31st) of the current year, have not been enrolled into any school or have not registered as primary school students. Migrant children who apply for places in the first grade of middle schools shall be fresh graduates of primary school of the current year. If school-age children and adolescents need to defer schooling due to their physical conditions shall obtain approval from the education administrative department of the people's government at the county level or the people's government of township where their household registration is located. Article 6Points-Based Enrollment Application Process: 6.1 Applying for points of Guangzhou. Those who apply for points-based enrollment in schools in Tianhe District shall first log in Guangzhou Points Service Management and Information System for Migrant Population to apply for points and verify them. 6.2 Applying for points-based enrollment in Tianhe District. After obtaining the verified points on Guangzhou Points Service Management and Information System for Migrant Population, applicants shall log in Tianhe District Points-Based Enrollment System for Migrant Children to apply for enrollment in schools of Tianhe District and fill in relevant information. 6.3 Reviewing applicants qualifications and points. Tianhe District Migrant Service Administration shall organize relevant departments and street community offices to review applicants qualifications and their scores of Tianhe District indicators. If the total scores of the applicants are the same, they shall be ranked from high to low according to the following order: the number of months of holding the Residence Permit of Guangdong Province issued by Tianhe District; b. the number of months of having a legal and stable residence in Tianhe District; c. the number of months of having legal and stable job or of starting up business in Tianhe District; d. the points from Guangzhou Points Service Management and Information System for Migrant Population. 6.4 Announcing applicants qualifications and final scores. Tianhe District Migrant Service Administration shall keep the reviewing results of applicants qualifications and scores publicized for no less than three working days. Applicants who have objections to the results can file an appeal on time. After reviewing by the relevant departments, Tianhe District Migrant Service Administration shall announce the points ranking of eligible applicants.6.5 Confirming a place in school. Tianhe District Bureau of Education shall arrange for eligible candidates to fill in their school applications based on the list provided by Tianhe District Migrant Service Administration, and to be enrolled to public or government-subsidized private schools. 6.6 Registration. Migrant children shall go through the registration procedures in their admission schools on time. Those who fail to register within the time limit or do not obey the arrangement shall be deemed to have given up their places automatically. Those who have registered and attended classes in the private schools in Tianhe District according to these Measures shall be given allowance by Tianhe District Bureau of Education, with the standard of 5,000 yuan per academic year per person for primary school students and 6,000 yuan per academic year per person for middle school students. The allowance shall be allocated to private schools and the schools shall allocate it to students as required or directly use it to offset tuition and incidental fees payable by students. Article 7 The migrant people applying for places in public or government-subsidized private schools for their children shall ensure that the credentials and certificates provided are valid and that their children have not attended any public or private primary or middle school. Once any fraudulent act is discovered and proven, the applicants shall be disqualified and their places in public or government-subsidized private schools shall be revoked immediately, and relevant legal liabilities shall be investigated in accordance with the law. If any clues on violations of the law and Party discipline are found in Party members or targets of supervision in the work of arranging for migrant children to receive compulsory education, they shall be handed over to Tianhe District Commission for Discipline Inspection and Supervision Commission. Article 8Migrant children who dont apply for or meet the requirements of points-based enrollment, or who have applied for points-based enrollment but have not obtained a place in school, can choose to be enrolled in an eligible private school. Article 9If the government-subsidized private school is closed, the students who were enrolled in the private school according to points-based enrollment policy and have transferred to other private schools in the district shall still enjoy the allowance granted by the government.
